The purpose of the Capital Improvement Program (CIP) budget plan is to identify and schedule projects that require significant expenditures and tend to have a long useful life. 

The CIP is reviewed each fall so time sensitive projects can be bid early and plans made before the construction season starts.  The CIP is again reviewed during the budget process to determine the availability of funds and whether any projects should be rescheduled, modified, or eliminated.
